No certificate of inspection shall be issued unless the electrical equipment is in strict conformity with the provisions of the ordinances of this city and with the statutes of the state of Illinois. Compliance with the regulations as laid down from time to time in the National Electrical Code, as approved by the American Engineering Standards Committee, unless in conflict with such ordinances or statutes, shall be prima facie evidence of proper installation or alteration.
